
About the Project
The primary purpose of the New Denver Downtown Revitalization Plan (NDDRP) is to provide a vision and roadmap for future land use and urban design in Downtown New Denver. The NDDRP will include objectives, policies, guidelines, conceptual designs, and implementation priorities to guide the Village and community in future decision-making and investment. Downtown Revitalization Plans typically include topic areas such as Land Use, Transportation, Parks and Open Space, Sustainability (e.g., climate action, stormwater management, etc.), Urban Design, and Placemaking.
The NDDRP is informed by a number of Village documents such as the Official Community Plan (OCP), Zoning Bylaw, Active Transportation Network Plan, and Council’s Strategic Priorities.
Project Funding
This project was graciously funded by the Province of BC, through the Rural Economic Diversification and Infrastructure Program (REDIP) – Economic Development Stream (REDIP-ED). The Project was underway in the summer of 2023 and will be wrapped-up by the spring of 2025. Key activities for the project and opportunities to participate are outlined below.

BACKGROUND ANALYSIS
August 2023 – Project Team
Technical analysis of existing conditions to identify challenges and opportunities and outline a policy framework to inform the project. Outcomes will inform the content of the Ideas Fair and online discussions.
IDEAS FAIR & SURVEY
August 2023 – Public
An interactive consultation event – along with a corresponding public survey – to harvest public feedback and generate high-level ideas and early directions for the future of Downtown New Denver.
EARLY DIRECTIONS
2024 – Staff/Stakeholders
Based on the Background Analysis and Round 1 of Community Engagement, the Project Team will develop draft Goals, Principles, and Early Directions for the Downtown Revitalization Plan. The Early Directions are developed in order to receive further feedback from staff and key stakeholders. A draft plan will then be developed for further review and final revision.
COMMITTEE PRESENTATION (DRAFT PLAN)
February 2025
The draft Downtown Revitalization Plan will be presented for public comment at a digital Open House and corresponding online engagement. A final draft will then be iteratively refined with staff.
INTERVIEWS / STAKEHOLDER FEEDBACK (DRAFT PLAN)
March 2025 – public
The draft Downtown Revitalization Plan is now available for public review and limited online engagement will occur, through a short survey. Stakeholders will be invited to discuss the draft plan and provide input. The draft plan will then be refined and a final plan presented.
COUNCIL ADOPTION
Spring 2025- Public
The final Downtown Revitalization Plan will be presented to the Council at a public meeting.

Overview Video
In place of a final digital Open House, Barefoot Consulting has prepared a presentation video for community review. This video provides an overview of the draft final plan, the concepts it contains, and direction taken. We encourage you to take 20 minutes to review this video before responding to the survey. It may be helpful to review this video before reading the plan itself, so you can see the highlights and better understand some of the details the plan entails.

Draft Plan
A draft Village of New Denver Downtown Revitalization Plan is now available for final review.

Public Input Form (Survey Collecting Final Input on Draft Plan)
A survey inviting public feedback is now available.

Early Directions (complete)
The public was invited to attend an Open House on Wednesday, November 15th (5 – 8 PM) to review and provide feedback on Early Directions, before the draft Downtown Revitalization Plan was developed.
A copy of the Early Directions boards that was made available at the November 15 Open House can be found online HERE.
A copy of the ‘What We Heard’ report following early public consultation is available to review online HERE.
A short survey about Early Directions was available online (paper copies were available for pick-up at the Village office) after the November 15 Open House. People were are invited to fill-out the Early Directions Survey online HERE after reviewing the information above, or after attending the November 15 Open House. This survey was open until 10:00 a.m. on Monday, December 4, 2023.
Ideas Fair (complete)
An in-person Ideas Fair was hosted at the Knox Hall on Monday, August 28th (4 – 7 PM) to share information about the project and collect input on the vision for Downtown, community needs, planning priorities, and streetscape design preferences.

Visioning and Community Needs Survey (complete)
The public was invited to complete the Visioning and Community Needs survey to provide input on the vision for Downtown, community needs, planning priorities, and streetscape design preferences. This survey closed on September 11, 2023.
